Is it normal for a cat with psychogenic alopecia/overgrooming to get worse with stress and somewhat better when stress levels go down?

Yes. I often see it worsening with stress. To be honest I think slot of the cats have this because of stress. Talk to your vet about diet, exercise, environmental enrichment (toys, window seats, taking for walks, etc). Also discuss catnip, any stress your cat might be exposed to in the House and around your house and trying things like feliway and solliquin to start. After that an anti anxiety medication might help. Rule out any medical condition too. Like fleas. !
