I have a small dog. He was fine lastnight before bed. Through out the night he started coughing. It’s not a reverse sneeze. It seems to be when he’s active. While laying, he doesn’t cough. He doesn’t have rapid breathing. It’s not kennel cough (not around other dogs but my own). It’s a dry, honking cough. Sometimes he will cough up phlegm.

It is unlikely at age 2 that your dog has a heart problem. If your dog has no been vaccinated for kennel cough it is possible that he picked it up in the environment. Either way, I recommend a veterinary exam.

Well, it does sound like an infectious cough, particularly with coughing up phlegm.
See this video https://www.youtube.com/watch?v=8YuWHL8eSug from about 1:10

Different kind of cough

Between these two videos you can hear kennel cough, heart cough and cough from collapsing trachea.

When Jasmine suddenly got a cough, also after exercise or barking, it was infectious in origin as well.
