Well I would start taking him out EVER hour until he learns that he pees outside and not inside. I personally don’t think it’s helpful to teach dogs to pee on a puppy pad. I have a 7 year old female yorkie and it took her 2 years before she stopped peeping in the house. Small dogs are hard to train but you NEED to be persistent. And there is sprays by Natures Miracle that helps too.
